(NYT1) NORMAN, Okla. -- July 1, 2002 -- CONGRESS-WATTS -- Rep. J.C. Watts Jr. of Oklahoma, the fourth-ranking Republican leader in the House, announces Monday that he would not run for re-election. "I believe that my work in the House of Representatives, at this time in my life, is completed," Watts said this morning at a news conference in Norman.
