(NYT32) NEW YORK -- July 3, 2002 -- NY-VOLUNTEER-FIREFIGHTERS -- Despite expectations that the events of Sept. 11 would pique interest in the thousands of volunteer fire departments across the country, the swelling volunteer ranks are almost entirely a New York story. The ranks of volunteer firefighters in New York City have swelled since Sept. 11, growing to 400 from 300, and at least one department says it may cut off applications.
