(NYT3) SUMTER, S.C. -- July 1, 2002 -- SCI-HEART-PUMP -- In the next few months the Food and Drug Administration is expected to approve a $60,000 heart pump for people too old or sick to qualify for transplants. The approval will open a huge new market for the machines, but it will also raise huge social and economic questions: Who should get the pumps, and who should pay for them?
