(NYT29) NEW YORK -- Feb. 03, 2003 -- FASHION-OUTLOOK-2 -- Fashion has been troubled for some time and for a variety of reasons. These include the economy; an aging population of brand-name designers; the rarely remarked failure of American fashion schools to field effective farm teams or introduce new design stars; and the reality that fewer corporations control more brands. But it may be a good time for new designers to break into the fashion world. Richie Rich, left, and Traver Rains own the company Hearthette, which is located in New York. They are shown with some of their dresses on Friday, Jan. 31, 2003. (Carol Halebian/The New York Times)
