(NYT31) JONESVILLE, Ind. -- Jan. 31, 2003 -- IND-BROKE-TOWN-3 -- This town of 236 souls is stone-broke. Founded about 1865, Jonesville, Ind., now has $359 in the bank. It owes the trash company $5,966.25. Jonesville, a four-block stretch off Interstate 65 halfway between Indianapolis and Louisville, Ky., is an extreme example of the struggle facing hundreds of other American cities and towns whose revenues have shrunk in the lingering sluggish economy. Many in town link the financial problems to spending decisions in recent years. Town council member Mike Mensendiek looks over the expenses that broke the town of Jonesville at the council meeting Wednesday, Jan. 29, 2003. (Tom Strattman/The New York Times)
