(NYT35) NEW DELHI -- Jan. 28, 2003 -- INDIA-SUBWAY -- New Delhi's new $2-billion subway system, barely more than a month old, is altering Indians' view of themselves and their capital. The success of the project, built with Japanese aid money, has become a striking symbol of change in India. Hundreds of thousands of people take what they literally call "joyrides,'' short trips to savor the efficiency, modernity and sense of progress the new system seems to generate. On Dec. 26, 2002, passengers waited for the doors of a train bound for the Tis Hazari station to close, on the first day of commercial service on the New Delhi Metro.
