(NYT17) ANGARSK, Russia -- Feb. 10, 2003 -- RUSSIA-OIL -- Mikhail V. Zamyatin, head of production at Angarsk Petrochemical, a refinery in Angarsk, Russia owned by Yukos Oil on Friday, Feb. 7, 2003. Russia's government and its oil industry have been wrangling for months over two competing visions of how to reach the vast energy-hungry markets further east if Siberia where the Russian crude oil pipeline ends: with a relatively short pipeline to China's industrial northeast, or a much larger and longer line to the port of Nakhodka on the Sea of Japan, where oil could be shipped to Japan, South Korea, or perhaps even California.
