(NYT9) NEW YORK -- Feb. 17, 2003 -- SNOW-NORTHEAST-4 -- Snowplows are seen clearing the Long Island Expressway on Monday, Feb. 17, 2003. The biggest blizzard in seven years, a howling bully out of the Midwest, buried the New York region and much of the Northeast in one to two feet of snow Monday. It knocked out power to thousands of homes and left mountainous drifts on the wintry landscapes of 10 states. It prompted declarations of emergency in five states and brought life without sleds and skis to a virtual standstill in Washington, Baltimore, Philadelphia, New York, Boston and the suburban sprawl of other communities.
