(NYT38) SULAIMANIYAH, Iraq -- Feb. 15, 2003 -- IRAQ-KURDS-CELEBRATION -- Supporters of the Kurdistan Democratic Party cheered at the opening of an office in Sulaimaniya, the capital of the region of northern Iraq controlled by the rival Patriotic Union of Kurdistan, Saturday, Feb. 15, 2003. Although the two factions have fought a war for control of northern Iraq, each agreed to open offices in the other's capital as part of a joint effort to topple Saddam Hussein.
