(NYT40) ABDALY, Kuwait -- Feb. 10, 2003 -- IRAQ-KUWAIT -- Just three miles south of the Iraqi border in Abdaly, Kuwait, Sunday, Feb. 9, 2003, the raw desert is plowed to be planted with potatoes. The entire northern two-thirds of Kuwait, filling at an ever increasing tempo with tens of thousands of American and other troops, has been declared off limits to civilians starting next Saturday. Although farm owners and their several thousand Asian laborers will get permits to stay, they are bracing for the day when hostilities erupt and they are ordered off the land.
