(NYT27) NEW YORK -- Jan. 17, 2003 -- GE-EARNINGS -- The General Electric Co. reported on Friday that its profits fell 21 percent in the fourth quarter, matching the reduced forecast it made to investors in November, and the company reaffirmed its outlook for 2003. But the investors who two months ago greeted that 2003 forecast optimistically were less hopeful on Friday. On a conference call with investors on Friday, Jeffrey R.
