(NYT41) TRENTON, N.J. -- Jan. 14, 2003 -- NJ-GOV-SPRAWL -- On Tuesday, Gov. James E. McGreevey, front, issued a fervent call to legislators in New Jersey, the most congested state in the nation, to curb the development and sprawl that he said was devouring 50 acres a day. In his first State of the State address, McGreevey spoke with a zeal that surprised planners and environmentalists.
