(NYT42) GLENDALE, Calif. -- Jan. 12, 2003 -- CALIF-FENCES -- The virtue of a sturdy fence is held in no higher esteem than in Southern California, where the gated community was perfected and people barricade themselves in until it seems as if the doghouse merits its own ZIP code. But invoking a need for more neighborliness, the City of Glendale has decided to enforce an 80-year-old law that prohibits fences in front yards. Within the month, 1,500 letters will be mailed demanding that scofflaws remove the offending boundaries or face fines.
