(NYT22) WASHINGTON -- Jan. 11, 2003 -- HOUSE-FRESHMAN-3 -- Raul M. Grijalva, D-Ariz., newly elected from Tucson, fixing his tie in his office before being sworn in to the House on Tuesday, Jan. 7, 2003. Grijalva, 52, began settling into life as a lawmaker, but aides worked on borrowed laptops while waiting for new computers. By week's end, Grijalva had already cast his first vote, on House rules, unemployment benefits, a stopgap spending measure and what seemed like endless procedural concerns. But first, there were pictures to hang, voting cards and identification pins to pick up, swearing-in parties to attend, television interviews to do, lobbyists to meet, kinks to work out.
