(NYT7) WASHINGTON -- Jan. 11, 2003 -- HOUSE-FRESHMAN-2 -- Candice Miller of Michigan moving into her office Tuesday, Jan. 7, 2003, decorating with awards and photographs, including one of herself with Laura Bush. She was thrilled to get a seat on the Armed Services Committee. Miller began settling into life as a lawmaker, but aides worked on borrowed laptops while waiting for new computers. By week's end, Miller had already cast her first vote, on House rules, unemployment benefits, a stopgap spending measure and what seemed like endless procedural concerns. But first, there were pictures to hang, voting cards and identification pins to pick up, swearing-in parties to attend, television interviews to do, lobbyists to meet, kinks to work out.
