(NYT42) WASHINGTON -- Jan. 9, 2003 -- ACCOUNTING-BOARD -- Six months after it was created by Congress, the new board overseeing the accounting profession -- the Public Company Accounting Oversight Board -- the centerpiece of reform legislation following a year of corporate scandal, held its first formal meeting on Thursday without a permanent chairman, a senior staff or a final budget. Harvey Pitt, standing, the active Securities and Exchange Commission chairman who resigned under pressure in November and will be replaced by investment banker William H. Donaldson, addressed the meeting Thursday, Jan. 9, 2003, at SEC headquarters in Washington, noting the "historic occasion" and pledging the SEC's cooperation.
