(NYT32) NEW YORK -- Feb. 28, 2003 -- WTC-DEMOLISH-2 -- New York State and New York City are planning a new Fulton Street Transit Center, a $750 million project that will include a capacious, glass-enclosed entrance hall on the east side of Broadway between Fulton and John Streets, replacing the narrow, gloomy stairways on corners or tucked amid buildings.
