(NYT21) WASHINGTON -- Jan. 7, 2003 -- CONGRESS -- Rep. Nancy Pelosi hands Rep. Dennis Hastert with the gavel after his election to Speaker of the 108th Congress, Tuesday, Jan. 7, 2003. Pelosi, D-Calif., her party's new leader in the House, won applause from Republicans and Democrats alike when she told them she was the first woman to have her name placed in nomination for speaker. It was a ritual election that she lost in the GOP-controlled House to Hastert, from Illinois, who was sworn in as speaker for a third term. (Stephen Crowley/The New York Times)
