(NYT26) WASHINGTON -- Jan. 31, 2003 -- INDIANS-SPEECH -- Tex G. Hall, the president of the National Congress of American Indians, which represents more than 250 tribes, called on Congress and President Bush on Friday, Jan. 31, 2003, to "make good on its word'' to provide financial aid for education, housing and health care while respecting the tribes' right to self-governance. Hall, traveled from his ranch in North Dakota to deliver what he called the first State of the Indian Nations address in the 60 years of the group. Hall, right, with Ernest L.
