Now battle lines are being drawn over how to close the immense shortfall. Conservatives, meanwhile, have stepped up their criticism of the governor for allowing spending to grow sharply over the last six years. They have prodded him to forsake his relatively new allies in the labor movement and return to the tough, austere budgeting policies of his first two years in office.
