(NYT35) NEW YORK -- Feb. 1, 2003 -- NY-CHINESE-NEW-YEAR-2 -- Fireworks being set off to usher in the beginning of the Chinese Lunar New Year celebration in Chinatown Saturday, Feb. 1, 2003. The year of the ram is starting; the year of the horse just ended. The fireworks were set off by the Grucci family. This was the first year since 1997 that fireworks were allowed, as Mayor Michael R.
