(NYT6) GIVATAYIM, Israel -- Jan. 25, 2003 -- ISRAEL-ULTRA-ORTHODOX -- A battle is under way for the soul of Israel's next coalition government, to be determined after the election. Alarmed at the growing political power of ultra-Orthodox Jews, secular Israelis are hoping to form a purely secular government that will curtail the privileges and state subsidies of the religious. The religious are just as determined to improve their political grip. Israel is a Jewish state that is struggling to define what that means.
