(NYT27) WASHINGTON -- Nov. 12, 2002 -- CONGRESS-5 -- Members of Congress returned to the Capitol Tuesday, facing a changed political landscape but the same difficult issues they shelved prior to last week's elections. Congressional leaders seemed determined to try to adopt legislation creating a new homeland security agency before finally adjourning for the year, but whether other major bills would be passed remained uncertain. Vice President Dick Cheney, right, with Dean Barkley, who was sworn in as the interim senator from Minnesota. At far left is Rep. James Oberstar, a Minnesota Democrat.
