(NYT14) NEW YORK -- Nov. 30, 2002 -- WTC-REBUILD -- Stung by criticism that interagency fights have slowed the pace of the rebuilding in Lower Manhattan, officials overseeing the planning are taking a new tack: acknowledging their previous disagreements while also promising that the effort will soon pick up speed. Infrastructure work under way at ground zero in which structural steel is being put up for the PATH station, and concrete is being poured for the platform and the mezzanine level.
