(NYT4) NEW YORK -- Feb. 7, 2001 -- NY-AFRICAN-ART-2 -- Over three decades, Chelsea Mini-Storage, a grimy, brick building in Manhattan's Chelsea neighborhood, has been transformed into an African market. Over 600 traders, nearly all Muslims from West Africa, work out of the stalls in the warehouse. Art dealers with purchases from vendors in front of their stalls in the storage facility. (Michelle V.
