(NYT15) GLEN COVE, N.Y. -- Feb. 6, 2001 -- NY-ASSISTED-LIVING -- Nursing homes have long been the object of intense criticism.Their stigma, and the New York's growing population of elderly, have combined to make the state a boom market for assisted living facilities. But unlike 29 other states, New York has failed to regulate the upstart industry in ways that would protect residents from inadequate care and questionable business practices.
