(NYT22) WASHINGTON -- Feb. 5, 2002 -- ONEILL-TREASURY -- President Bush's treasury secretary, Paul O'Neill described a new approach on Monday for dealing with Japan, as the world's largest and second-largest economies appear headed into decline. O'Neill suggested that he would abandon Washington's constant stream of advice to the government in Tokyo and try working directly with Japanese executives he got to know while running Alcoa, the aluminum producer.
