(NYT37) STRASBOURG, France -- April 4, 2009 -- NATO-MEETING-5 -- President Barack Obama speaks to the media during the NATO summit in Strasbourg, France on Saturday, April 4, 2009. European leaders offered few extra troops on Saturday for President Obama's intensified effort in Afghanistan, with most of the soldiers only on temporary security assignment, underlining deep divisions within the alliance over the war. For a NATO summit meeting marking the 60th anniversary of the alliance and intended to be without drama, the event has been fractious both inside the hall and outside it.
