Ukraine's Naftogaz and Russia's Gazprom state gas monopolies agreed Wednesday, July 24, 2002, to a key step in sealing a deal to settle Ukraine's long-standing gas debt. The two industrial giants agreed to have a legal adviser examine the condition of Ukrainian Eurobonds intended to pay dlrs 1.4 billion in arrears for Russian gas. Ukraine's debt for Russian gas has long been an irritant in bilateral relations between Ukraine and Russia. Naftogas asked Gazprom to accept the convertible Eurobonds, but the deal was delayed for months because Gazprom feared imperfections in the securities. The governments reached final agreement on the plan last October
