Kosovo, Mitrovica, 7 February 2018 A taxi without plates in the norhtern part of Mitrovica. The cars never leave the northern part of the city and many cars are left without plates due to a bureaucratic hazzle. Before Kosovo declared independence in 2008, the United Nations Mission in Kosovo issued 'KS' plates, which, without the 'R,' are considered to be status-neutral. In Serb-majority municipalities, it is common to see Serbian-issued plates, and particularly in northern Kosovo, old Yugoslav plates including city initials. Kosovo hopes to gradually eliminate the registration of cars in Kosovo without 'RKS' (Republic of Kosovo) license plates. Les voitures ne quittent jamais la rive nord de la ville, et de nombreux vehicules restent sans plaques r cause d'un flou bureaucratique. Dans les municipalites r majorite serbe, il est courant de voir des plaques d'immatriculation delivrees par les Serbes, en particulier dans le nord du Kosovo o? l'on trouve des plaques d'ex-Yougoslavie comprenant meme les initiales des villes.
