Birth of German Federal Republic --- The constitutional convention in Bonn laid the foundations for the first German government since Hitlerism by adopting a constitution for the West German state on May 8, 1949. German communists voted against the constitution. The vote was 53 to 12 and the document was approved on the fourth anniversary of Hitler's defeat.
