Loiseau, an active member of a neighborhood political group, told The Associated Press he was carrying a can of spray paint when U.S. troops guarding the presidential palace arrested him on the sidewalk, handcuffed him and marched him to a nearby barracks. They accused him of writing graffiti against President Jimmy Carter and was beaten by the soldiers who sprayed his head with paint and interrogated him for three days.
