Back at the White House to keep an eye on the European situation, President Franklin Roosevelt on Sept. 16, 1938 took time out to present the collier aviation trophy to the army air corps in recognition of the greatest achievement aviation in 1937: the development of a sub-stratosphere plane. Shown at the presentation are, left to right: Charles F. Horner, president of the national aeronautics association: Brig-General H.H.
