President Franklin Roosevelt, aboard his yacht named Potomac watch the President's Cup Regatta, September 25, 1938, at Washington, D.C., clasps the hand of the winner, Count Theo Rossi. The Italian count won the race the hard way. Finding himself the only entrant in the final heat of the 15-mile water event, Rossi invited all comers, spotted the five boats which accepted two miles, and then drove his steady craft to victory at an average speed of 69.675 miles per hour.
