Afghanistan, Nimroz, 14 July 2016 Covering his face from the swirling dust, a bodyguard of Nimroz governor Mohammad Sami, who was part of a security detail escorting the governor's son Hares, myself and journalist Sune Engel Rasmussen three hours south of Nimroz's capital Zarang, to show us the beginnings of the Kamal Khan dam project, which, if all goes according to plan, will be filled by the Helmand River and provide much needed water to the southern districts of Nimroz Province. According to Afghan officials in Zarang, the dam's infrastructure and those guarding it come under attack from Iranian-funded Taliban militants. Iranian officials claim that Afghanistan already overreaches on the water allocation agreed upon by the two countries and that Kamal Khan will further reduce that which flows to its territory via the Helmand River. At an estimated cost of $US100M, the dam is set to be completed in four years. Il fait partie de l'escorte qui nous accompagne, Hares, le fils du gouverneur, le journaliste Sune Engel Rasmussen et moi-meme, lors d'une expedition r trois heures de route au sud de Zarang pour aller voir le debut du chantier du barrage de Kamal Khan qui doit alimenter en eau les districts sud de la province de Nimroz gr?ce au fleuve Helmand. Selon les officiels afghans de Zarang, les infrastructures du barrage sont l'objet d'attaques de la part de militants talibans iraniens. Les iraniens declarent que l'Afghanistan utilise dejr la part d'eau que leur alloue les traites entre les deux pays et que le barrage de Kamal Khan va encore reduire le debit du fleuve Helmand qui poursuit son court en Iran.
