People are seen driving on scooters in the city center. At the end of April, the Draft Final Proposal of the Law on Amendments to the Law on Road Traffic Safety was presented, which defines new categories of vehicles, and changes were introduced related to the obligation to wear a protective helmet. Once passed, the law will introduce new categories: scooters, rollers and roller skates become pedestrian aids, and e-scooters and other electric vehicles become personal means of transport. Another novelty in relation to the last draft of the legal text is that all drivers of personal vehicles will be obliged to wear a protective helmet. Previously, this obligation applied only to drivers under 16 years of age. The fine for not wearing a helmet while driving will be 300 kuna(around 40 euros).
