(NYT58) MIDDLETOWN, Conn. -- July 29, 2007 -- CT-JUVENILE-CRIME-2 -- The Connecticut Juvenile Training School's library offers computer access in Middletown, Conn., on Thursday, July 12, 2007. Services are better, and more costly, than at an adult prison. The $57 million facility, which houses all but the state's most serious juvenile offenders, is gearing up for a likely increase of its population, and an infusion of about $40 million a year. That is because of a state law that Gov. M. Jodi Rell signed last month that will raise the age at which criminal suspects are automatically charged as adults, to 18 from 16, starting in 2010.
