(NYT51) PASCAGOULA, Miss. -- Sept. 20, 2005 -- KATRINA-INSURANCE-2 -- The exterior of Richard Scruggs's home in Pascagoula, Miss., on Tuesday, Sept. 20, 2005, that was destroyed by Hurricane Katrina. Scruggs, a wealthy plaintiff's lawyer who played a leading role in wrenching a $250 billion settlement from the tobacco industry a few years back, is furious about the hurricane -- not that it happened, but that insurance companies are refusing to pay for a huge portion of the losses from the storm -- those resulting from flooding.
