(NYT67) NEW YORK -- April 15, 2005 -- NY-INDUSTRY-ZONING -- There are clues that a building may contain illegal residences, like the tenant listing at 9 White Street in Brooklyn. All over Brooklyn, there is a clamor for housing, and the pressure is strongest closest to the water, in places given for generations to factories and warehouses. The City Council is considering rezoning more than 180 blocks of Williamsburg and Greenpoint for housing, and neighborhood groups have requested something similar in the area known as Dumbo, for Down Under the Manhattan Bridge Overpass. Despite the restrictions, some building owners are marketing loft space for residences as the potential for profits starts to outweigh the risk of fines. (Ozier Muhammad/The New York Times)
