(NYT11) MESHTEL, Sudan -- July 1, 2004 -- SUDAN-3 -- U.N. Secretary General Kofi Annan, center in car, meeting with U.N. staffers in Meshtel, Thursday, July 1, 2004, in the Darfur region of Sudan. Annan visited some of the camps in the western Sudan province serving as temporary shelters for civilians displaced by an ethnic struggle that began 16 months ago.
