(NYT23) CHASHMAI MAIWAND, Afghanistan -- June 25, 2004 -- AFGHAN-WOMEN -- A three-women election registration team during a visit to the village of Chashmai Maiwand, June 14, 2004, in southern Afghanistan to register women for elections. Before this fall's parliamentary and presidential elections, women have never voted in Afghanistan or even registered, which presents its own special problems. Tribal culture is so strict that even to ask an Afghan the name of his wife is taboo in many places. In the very conservative Muslim districts of Afghanistan's southern provinces of Kandahar, Oruzgan, Zabul and Helmand, women rarely leave their home compounds.
