(NYT39) CHICAGO -- May 5, 2004 -- CHICAGO-WALMART-2 -- Chicago's 37th Ward Alderman Emma Mitts stands next to the site where the new Wal-Mart is being proposed at North and Kilpatrick avenues in Chicago, Saturday, May 1, 2004. Mitts is in favor of Wal-Mart coming to her community. The Chicago City Council met in the Council Chambers and refused, Wednesday, May 5, 2004, to approve zoning changes that would have allowed Wal-Mart to open its first two stores in Chicago. This less than a month after voters in Inglewood Calif, rejected Wal-Mart's effort to build a store there. The setback in Chicago and in Inglewood reflect the increasing difficulty Wal-Mart is facing as it pushes in to more urban markets. (Peter Thompson/The New York Times)
