(NYT22) WASHINGTON -- Feb. 7, 2001 -- NJ-DEMS-FUNDRAISING -- Four years later after his run for the senate, 19 flights that businessman David Chang chartered for then Rep. Robert Torricelli, and their late and incomplete repayment by the Torricelli campaign, have become an important issue in a wide-ranging investigation by a Justice Department task force into possible illegal activities in the senator's successful race, lawyers and others say.
