(NYT40) LEICESTER, England -- Feb. 7, 2001 -- BRITAIN-RACE-3 -- Leicester has just been projected in government figures as the British city that will, in a decade, become the first with a non-white majority. The town would seem to be a candidate for the kind of cultural antagonisms and anti-immigrant politics that have occurred elsewhere in Europe. But the outcome here has been different.
