(NYT24) LEICESTER, England -- Feb. 7, 2001 -- BRITAIN-RACE-2 -- Leicester has just been projected in government figures as the British city that will, in a decade, become the first with a non-white majority. The town would seem to be a candidate for the kind of cultural antagonisms and anti-immigrant politics that have occurred elsewhere in Europe. But the outcome here has been different. Freda Hussain, 54, principal of Moat Community College, left, who came to Britain from Pakistan in 1962. At right, Jitendra Vaitha, a 34-year-old jeweler, in his store.
