(NYT19) NEW YORK -- Feb. 6, 2001 -- TV-JEWS-FDR -- Television series about the Holocaust have been rare. "Haven," the four-hour CBS mini-series to be broadcast on Feb. 11 and Feb. 14, deals with the experience in 1944 of a young United States Interior Department official, Ruth Gruber, who flew to Europe to escort nearly 1,000 terrified Jews to an Army camp in Oswego, N.Y.
