(NYT21) SAN ANTONIO PALOPO, Guatemala -- Feb. 5, 2001 -- GUATEMALA-COOPERATIVE -- Throughout the tangle of dusty streets and back yards of San Antonio Palopo, Guatemala, almost three-quarters of this village's residents have become textile weavers, churning out knockoffs and paying neither taxes nor attention to quality while taking advantage of the worldwide reputation of Guatemalan textiles among the thousands of tourists who visit each year. Francisco Sicay Martin, weaving a bolt of fabric on his foot-operated loom.
