Members of the Canadian Border Services Agency, the RCMP and local politicians explain the laws permitting migrants to cross into Canada and be taken into the refugee claim system in a town-hall meeting at St-Bernard de Lacolle, Qc, one of the small town close to the border crossing point. Many Canadians resent the good treatment, housing and payments the migrants are offered on arrival. Migrants crossing the border from the US into Canada can legally claim refugee status and are entitled to a hearing, even though they are crossing illegally at an unauthorized border point. They will be arrested but are then taken into the refugee claimant system that protects and assists them until their case is heard. The toughening of US policy toward undocumented aliens has driven a wave of people to cross the border into Canada. Roxham Rd. near the town of Hemmingford, Quebec has become the busiest unofficial crossing point.
