In a handout image, a recently declassified government document from Feb. 10, 1968, by Gen. Willam Westmoreland, commander of American forces in Vietnam, calls for the planned operation "Fracture Jaw" to move nuclear weapons into South Vietnam to be set in motion under this notice.
