This is the Theodore James family living in a 16-foot square tent outside the city of Tulare, in California's San Joaquin valley, March 22, 1950. James, 49, is a part-time picker and truck driver who recently was on country work relief drawing $22 a week. The family has lived in the tent for three years and doesn't have much hope for anything better. They pay $15 a month rent.
